 * Nope, you have to create it via the WP-Admin -> Polls -> Add Poll.
 * You can embed the poll using shortcode though as mentioned in [http://wordpress.org/plugins/wp-polls/installation/](http://wordpress.org/plugins/wp-polls/installation/)
