Creating community groups with WordPress

Hello, I am working on a project for which I need to build a website which has to support a community. More in detail, I would like to have groups which can be created by registered users and in them there should be a forum for them to discuss, a blog, a chat, a webconferencing service, an online collaborative doc and a place to upload resources. A site close to what I am looking for is https://portal.opendiscoveryspace.eu/en/osos-communities (I am referring to the tab communities). Is it possible to do such a thing with WordPress?
