 * This plugin could be what I am looking for, or close to it, but it does not appear
   to be actively developed and supported.
 * I would like to create a multiple-category contest/poll with three phases/periods–
   nominations, voting, and winners announced. Admin-approved nominations will become
   the options to be voted on in each category or sub-category. Nominations and 
   voting will be limited to registered users and only one vote per user in each
   category or sub-category.
 * Has development stopped?
