 * Since I’m unfamiliar with creating custom plugins on WP, where are the easiest
   step by step instructions I can follow?

 * Go with option 2. It’s just a matter of creating a php file in the plugins folder
   and adding the right comment to the beginning of the file. Then you can use it
   the same way you’d use functions.php.
