 * The Magento blocks that are imported into WordPress are all coming from the base
   theme and not my custom theme. How can I fix this?

 * Specifically it looks like my custom layout.xml is not being called and my custom
   Css file is not being added to the head.

 * You need to add your package and theme in the Mage/WP settings in WordPress.
