dashboard deactivated

I tried everything but now I have no other idea. It always says, dashboard was deactivated. I never did. Now I have deleted all other users roles. There is only the user admin left and it still says that I have deactivated the dashboard. Where does that come from? I also have deinstalled a menu edid plugin to avoid any problems. I have installed this plugin 10 times now but that is not changing anything.

Can anybody help me. I do not have deactivated the dashboard and I do not want to deactivate the dashboard.
