    When i access to wp-admin Sorry, you are not allowed to access this page.
   and Dashboard Button is also Missing check image below

 * I tried changing theme, changed plugins folder name to plugins.back, disabled.
   htaccess and others solution I found on internet but still it is missing. i also
   reinstalled WordPress via WordPress cli but it is not working. kindly tell me
   how to solve this error. it appeared after I disabled plugin via FTP because 
   login pages was messy and I was not able to login.
