 * Should I click Deactivated on the WP MM plugin or just deactivate the plugin 
   when not using?

 * Both actions will have the same result: the visitors of your website will not
   see the maintenance page anymore. So it is your choice! You can deactivate the
   plugin if you believe is not necessary to keep it when the “Maintenance Mode”
   is deactivated. 🙂
