 * I deactivated all plugins from the network dashbaord/Main website dashboard but
   the subsite plugins still say network active. I want to import my WXR exported
   from my main site “rocapy.com” before my multisite setup to my subsite: jamaica.

 * When you say main website dashboard, do you mean through the network settings?(
   ie. hovering on MySites>>Network Admin>>Plugins right)
