   framework on creating a theme inside wordpress, is it bootstrap? Thanks

 * While some themes do use bootstrap, most don’t.
    Many developers start by finding
   a skeleton theme. Alternatively, many start by creating a child theme from one
   of the themes already in the repository. A number of authors start from scratch.
