I’m making webshop only for local people and the delivery costs changes by postcode. If the postcode is something else what I have accepted then the Checkout/Submit order button should be hide and checkout process can’t continue.

Is this possible to do?

You can use shipping zones for this: https://docs.woocommerce.com/document/setting-up-shipping-zones/

Create zip-code specific shipping zones and use flat rate shipping in each zone with the costs for shipping to that zone.

Then when the customer isn’t is on of those zones, no shipping methods will appear and they won’t be able to checkout.
