Disable tracking for specific subscriber

Hi,
our gdpr-specialists/lawyers are telling us that we should provide subscribers with the option to opt-out of being tracked while opening a mail or clicking a link.
We’re not using the reports-addon, so can’t track specific subscribers anyway, but apparently they also need to be able to opt-out of the general tracking as well.
Is there a way to achieve that for individual subscribers or barring that disabling the tracking globally?
