Display child tabs?

Scenario: in the back-end project page, clicking [Add New] opens a form for my parent table, but no child tabs. To enter data for child tables, I have to submit my parent form and then [Edit] the new entry.

I’m probably missing the obvious, but is there a way to get child tabs to display when adding an entry rather than just when editing it?
