Thank you for taking the time for reviewing our plugin.
UpdraftPlus does have the backup and restore function on the free version. The restore function works if you use the plugin on the same domain, URL, and location. Is this what you are trying to do? If so, please create a new topic https://ww.wp.xz.cn/support/plugin/updraftplus/#new-topic-0 and provide as many details as possible about the issues you are getting.
If your server goes down you must check with your host/server admin for that.
However, if you are moving to a new domain or location then you would need the Migrator add-on for that. UpdraftPlus would automatically detect if you would the add-on.
