Hope you’re well today!
I’m not sure I understand where exactly the issue is. Is the plugin not being displayed in Plugins -> Installed Plugins or you’re just not being able to find the link in the admin once you activate the plugin?
If you’re referring to the second one than this is how the plugin works, it doesn’t have its own link in the admin and all the options can be found in
Appearance -> Widgets where you can create new sidebars and set their locations.
