 * Curious if this plugin handles the api for paypal reference transactions?
    If
   so, are there any special settings here that needed to have this activated? (
   Assuming that this feature has been approved on paypal)?

 * Unfortunately, we don’t yet have reference transactions fully integrated into
   the plugin. We do have plans for that, but it may be a couple of months before
   it’s done.

 * It’s not officially included yet, but we do have somebody working on this full
   time now, so updates are going to coming more quickly now.
 * If you are using Payments Pro then reference transactions would be available,
   but you would just have to process the future transaction through the PayPal 
   transaction details page.
 * With Express Checkout we need to tie in billing agreements.
