 * i added the activation script in my PHP config file and uploaded it before deactivating
   all the plugins
 * the network setup function didn’t appear which led me here and to discover there
   are some plugins that disable the network sites capability in wordpress

 * ya, it’s possible if your using network setup plugins in WordPress they would
   overwrite the code which you did write on .htaccess and wp-config.php files.
