I had no idea that was it. Thanks for leading to it. * Edit: it turns out, no. Because after checking, updates for plugins and themes are disabled for both sites (I have two sites, one where it works and one where it doesn’t), but it does work on one despite that. The section Automatic updates configuration has a sub section called Smart WordPress auto updates which I turned off and the column to enable updates appeared to the right of the plugins. You can compare your settings to your other sites as to which are turned on or off.
