   it can be?

 * Try on localhost and I get this:
 * “Sorry, this file is not permitted for security reasons.”
 * Until recently it was going well, have you changed?

 * I just checked that it does not let me upload .rar files but if .zip files, why
   is that?

   a multisite setup…?
    If this is the case you might want to check this: /wp-admin/
   network/settings.php
