The reported issue was resolved with Advanced Ads Version 1.56.1 and should not be visible within the free plugin.
Nevertheless, this issue is quite common presently, and I can recommend using this workaround to remove the unwanted PHP notice. This file needs to be created as a must-use-plugin and prevents the error.
I also have lost all my placements for the ads.
Placements are stored in your database and if the plugin can find them at their designated place it will also show them under Advanced Ads > Placements. I fear that their absence is indicating they are not there anymore. You usually find them in your _postmeta table under _ad_placements

The problem is somewhat resolved.
The error message is still there, though hidden. So the issue with text_domain/language/charset is not really resolved.
But I can use the plugin seamlessly. An adblocker (that I can’t recall being installed) was blocking the use of the plugin. It is now removed from my browser.
