   of **shipping packages** actually impacts this issue? Based on the information
   provided, it seems the behavior is occurring within the WooCommerce shipping 
   zones code, which is not utilized by the shipping packages plugin.

 * Yes, deactivating “shipping packages” resolves the issue.
