Excluding certain users from being tracked

Hello,

I’m trying to exclude a couple of users from being tracked in Google Analytics.

I’ve followed the instructions on this page:

Prior to that, I’ve configured enhanced ecommerce and Google Ads Remarketing following these guides:

Sometimes those two users are being tracked and sometimes don’t

What could be happening?
