 * Does it give any other details with that error? Usually with a fatal error it
   spits out the details of what caused that error.

 * [@jckonline](https://wordpress.org/support/users/jckonline/),
    Is it similar
   to this problem? [http://wordpress.org/support/topic/file-change-detection-error?replies=5](http://wordpress.org/support/topic/file-change-detection-error?replies=5)
 * If so, we have implemented a fix which will be available in the next release.

 * It gives the exact same error as before or has the error changed? Can you share

 * The error you are getting is because your server is configured in such a way
   that it is restricting access to some directories via what is known as
    the open_basedir
   directive. [http://www.php.net/manual/en/ini.core.php#ini.open-basedir](http://www.php.net/manual/en/ini.core.php#ini.open-basedir)
