Looks like a problem with your theme? Where did you get the theme from?
I’ve had the theme for four years. Got it at elegantthemes.com
First plugins started erroring out my site, but I would delete them. I can’t even deactivate plugins from WordPress. It says the plugin got deactivated but then when I go to the plugins it’s still active.
Sounds like a compatibility issue – how recently has the theme been updated?
If you can’t get into your dashboard or plugins won’t deactivate, you should be able to do that using FTP or Cpanel and renaming the plugins folder –
wp-content
plugins.HOLD
Do the same with the your theme:
wp-content
themes
basicHOLD
That will force WP to use a default theme – and you’ll be able to see if your site runs okay that way. If so, you should ask Elegant Themes for help with the theme issues – as we have no way to help with commercial themes.
Do you still think it’s a problem with the theme when I try to switch themes and it won’t let me? It’s the same problem with plugins, I try to activate or deactivate one and even though it says it did, nothing was updated.
Did you do the steps above?
Do you have any caching on your site? Have you cleared that? Have you cleared your browser cache and cookies?
When I rename the plugins folder it disables the plugins but the error is still there.

Cleared the cache with super cache. I even tried deleting WP Super Cache before I did the restore with my hosts.

That sounds like perhaps you do not have any other themes in the themes folder? You should always have an unmodified default theme in there for this kind of situation. Try uploading a new copy of twentytwelve to the themes folder.
There’s definitely a few default themes in there. Do you think it might have to do with me not being able to activate/deactivate plugins or themes from the wordpress admin?
I still see your theme active and many plugins active. Are you making those changes using FTP? If so, something is not working with either your FTP or the server – in which case you should ask your hosting company for help.
One other thing – looks like SuperCache is still active so I may be seeing a cached page – can you delete the cache before deactivating the plugins?
