# “fatal error” message when upgrading

 * I just tried upgrading to the latest version of WordPress and I’m getting a “
   fatal error” message. Can anyone tell me what this means?
 * Fatal error: Call to undefined function is_admin() in /home/homescj8/public_html/
   wp-includes/vars.php on line 16
 * I tried restoring but that doesn’t work either. Help!

   of WordPress.
