 * I fixed it by restoring – I had to go back to Nov 20th and restored the whole
   public_html folder.
 * When I log back in I get two messages..
    An automated WordPress update has failed
   to complete – please attempt the update again now. WordPress 4.0.1 is available!
   Please update now.
 * I attempted the update again and it is all working.

 * Hi, glad you got it fixed 🙂 My suggestion would have been to restore WordPress
   as the plugins_url() function is core to WP so suggests a serious installation
   issue. All the best, Richard
