as you know I listen carefully to what the users of my plugins ask and in the vast majority of the cases I add the features the ask, because their requests make sense.
In the case you say, WordPress doesn’t have an “order by comment date” option, so I cannot add it.
If in the future WordPress developers will add this, I will be happy to add this option as well.

There is a plugin ( https://ww.wp.xz.cn/plugins/filter-by-comments/ ) which adds query vars (comment_count, comment_count_compare, orderby_last_comment, orderby_last_activity). Can it be used together with Posts in Sidebar to sort posts by last comment?
I will take a look and I’ll let you know.
I tried that plugin and it didn’t work. That plugin hasn’t been updated in over 2 years and probably something in WordPress has changed.

BTW, just noticed: there _is_ “order by latest comment” in bbPress Recent Topics widgets. Maybe it is possible to add “order by latest comment” to the lists which “post_type” is set to “topic”?

After one year I added this feature. In the 4.1 release there is a new option to get posts by recent comments.
