 * On my multisites, WP 5.8.1, PHP 8.0, I have some users with Editor role. They
   have access to edit all content, and given “upload_files” capability. They can
   add a File block and upload a file to it (pdf, embedded).
 * But when they are editing the post, **the “Replace” button is not visible**.
 * If user is promoted to Administrator”, the Replace is available and working.
 * No such problem on single site WP.
 * What is the necessary capability to have access to “Replace” a file? Or should
   I file a bug report?

 * Plugin interference.
