Fix empty h2 tags

Whenever I do selection and ctrl+x to copy, cut and paste a h2 tag and its content (to move it up or down in my article) for some reason there will be empty h2 tag inserted. This is kinda bad especially since I don’t even see that in editor, I have to finish writing, save the post and the re-edit it to see a huge gap in content (and in the meantime visitors can see this mistake on article).
