flags displaying as code

What does it mean if my language switcher flags show up like this on the front end but fine in the back end?
My second language (ga) was not downloaded, I don’t believe there is a completed language file for it. Would that be the cause? I’m working locally at the moment but can upload an instance of the site if required.
