 * On cart page load, the  function get_packages from WC return empty array. Do 
   you know what could be causing this?

 * The function get_packages from WooCommerce returning an empty array could be 
   due to no items in the cart, or the shipping method is not correctly defined 
   or enabled in your store settings.
 * Are you able to confirm that you have items in your cart when the function returns
   an empty array? Also, do you have shipping correctly defined and enabled as well?
 * If you do, please share further details like your system status report, which
   you can find via WooCommerce > Status > Get system report > Copy for support.
 * You can check for any fatal error logs under WooCommerce > Status > Logs.
   You
