Seems to indicate your host is not on an Apache/Litespeed server. I can only assume then you are on nginx.

If you haven’t done so yet you may need to update your nginx.conf file according to what w3tc needs. w3tc will tell you what things you need to add. This plugin works with nginx servers.

Or if you are on an Apache server, you don’t have the apache_get_modules() or you don’t have access to it. That might be server restrictions, which makes it problem of the host actually, though you can define the function yourself and return an array with the modules you know exist on the server. That way you can still make it work.
