granting the create_user role

    granting the create_user capability to a restricted editor enables him to create administrators?

    is there no way to restrict him to creating users only up to his level/role?

    I really need to delegate the creation of new users to someone else but not allow them to create a user above their own level.

    Tried a couple of plugins but nothing helps here.

    Please need some urgent advice.
