help with translation plugin

Just reaching out to anyone who might know more about this than me.
I have a client who’s website requires a translation to Chinese. I’ve never worked with translation plugins before and the only one I could find that works is Weglot. The client needs to have the ability to go in and change the translations manually because they are all wrong. Also the plugin needs to be able to appear in the top bar.
Weglot does all of this but its so expensive that the client refuses it. Does anybody know of any free ones that:
1. allow manual translation of menu’s and text
2. Have the option to appear in the top bar
3. That are free?thanks

You can try using polylang plugin. This free plugin should be sufficient.
https://ww.wp.xz.cn/plugins/polylang/There is interface within the plugin’s admin page for you to do your translation or edit existing translations.
