 * Hello. I am running Multisite. Will this plugin allow me to have certain plugins
   activated on users’ sites but hidden on their plugins page so they can neither
   activate or deactivate those plugins?

 * At first, you can only hide plugin menu items or areas. You can’t change the 
   capability for the access of a plugin.
 * In the multisite is the difference, if the plugin is network wide active, that
   you save all setting in the global settings, usable from all sites.
    If you like
   difference in the settings for each site, activate the plugin not network wide,
   activate it in each blog and the plugin save the settings in each blog for each
   blog. If you have a lot of options, use the ex/import option to share settings
   from an blog to an other blog.
