How do I restore a backup up

After I upgraded to 4.4 I had nothing but problems. At first neither the website or wordpress logon would work. After I deleted the plugins folder the website worked was missing a lot of things. Everything I activate Jet Pack the website does not work. Before the update I backed up the files using WP Backup. I was finally able to install the WP Backup plug in but I do not find how to restore my backup files. They do not show up in backups. I have a copy of the backup on my computer but don’t know where to put it so I can restore the data base. I really need the website back to how it was before I upgraded.
