Have you installed Easy Digital Downloads? This plugin is an add-on to that plugin.
Then:
* set your product’s price to 0.00 (free)
* make sure that there’s only one file to download (can’t support multiple files)
* load the file for your product somewhere web-accessible¹
* add a link to that file to your product as the download file
1. you must load the file outside Easy Digital Downloads, so that it can be accessed without a purchase. e.g. add it to the WordPress media library, or DropBox, or a folder on your website.

What am I doing wrong?
You’ve uploaded the file through the Downloads page and it is stored inside the protected Easy Digital Downloads folder (or at least, it thinks it is). The protected EDD folders cannot be accessed via a direct link — by design, to stop people grabbing the files without going through the checkout.
You need to upload your file to a public place, like your website’s Media Library, then copy the link from that file. You will find the direct link to your file in the media library from a sidebar box when you edit the file:

Then you can remove the upload file from your Download and add that link instead.
NB: separately, I can see a JavaScript error on your website, and it’s a common error since WordPress 4.5.1:

I suggest that you contact your theme provider for an update, or check to see if one of your plugins might be triggering it.

It works! Thank you – that was the problem. I thought I had uploaded straight to my site, but I hadn’t. hank you so much!
And thanks for letting me know about the JavaScript error. The version of the theme I am using has many problems – I will get on to updating in the next couple of days. Thanks!
