Well wordpress sends out emails containing a subscriber’s password. That feature doesn’t seem to work, I assume I have to configure it. How do I do this?
WordPress, by default, uses whatever PHP has been configured to use (typically sendmail).
Some hosts, however, disable or don’t configure outbound mail at all. However, if you search a bit you’ll find some SMTP/mail plugins that you can use.
First thing might be to check with your host to see if they do have sendmail (or something else, depending) configured.

Well, you probably want to do some searching (here and perhaps google) and learn how to tweak php.ini to send mail.
I’d say it’s a safe bet that your windows machine won’t be running sendmail.
