 * Well wordpress sends out emails containing a subscriber’s password. That feature
   doesn’t seem to work, I assume I have to configure it. How do I do this?

 * WordPress, by default, uses whatever PHP has been configured to use (typically
   sendmail).
 * Some hosts, however, disable or don’t configure outbound mail at all. However,
   if you search a bit you’ll find some SMTP/mail plugins that you can use.

 * First thing might be to check with your host to see if they do have sendmail (
   or something else, depending) configured.

 * Well, you probably want to do some searching (here and perhaps google) and learn
   how to tweak php.ini to send mail.
    I’d say it’s a safe bet that your windows
   machine won’t be running sendmail.
