How to submit a new Theme?

    Hello, @everyone.

    I’ve some questions about ww.wp.xz.cn theme and plugin review guidelines.

    Theme review guideline said that themes should not include plugin functionalities so it is impossible to upload my complete work as on packed file ‘Theme’, need 2 files ‘Theme’ & ‘Core’. But Plugin guide line says that it is not allowed to upload plugin that only works for specific theme and that plugin should be a library working that theme. Then my ‘Core’ file can be only downloaded from my own sever. Is there any other way???
