html anchors

I have 14 menu items linked with html anchors to the corresponding paragraph below.

These are standard html anchor links.

THESE ANCHORS DO NOT WORK IN Internet Explorer 8 –>> WHY?

This wordpress template provides me with <HR>s that have a nice “top” anchor link on the left hand side. When you click top the page scrolls really nicely to the top.

CAN I make my html anchors going down scroll like that too — INSTEAD of jumping?
