 * For all those who are like me stuck with IIS (in my case IIS 7.5 running on Server
   2012)if you run into the the dreaded http error while uploading big files (or
   404 error while using the browser upload) here’s what I found after two days 
   of searching. Go to your IIS manager, select the site that is causing the problem,
   open the feature Request filtering and choose Edit Feature settings and make 
   sure that the Maximum Allowed Content Length (Bytes) is set to at least the value
   of what you set in PHP (sigh…)
