Image upload – ERROR: Internal Server Error

    Hello, i have a problem on my test website with permissions to upload. I can upload from admin account, but i want allow image uploading for every new registred user. It says ERROR: Internal Server Error and when i check console and there is – You do not have enough permissions to do that. I tried allow uploading with User Role Editor plugin, but without success. Then i tried folder permission and plugin and theme conflict test with same result. Any idea how to fix it?
