Image with text hyperlink

    I am working on a website – http://arclabshouston.com and I want the images at the bottom of the page to hover with inner rounded blue background and white text over the picture. I want it to be similar to bottom images on http://www.arclabs.edu/

    Can someone help me with this situation

    At this point, we’ve reached the limits of what most in the community here are willing to offer in their spare time (everyone here is a volunteer). You should consider hiring someone so that you can give them direct access to the site for a far more efficient fix than we can provide here.
