"Incoming Links" Error Message

    TwentyEleven theme with several postings over the last few weeks. On my Dashboard under the heading “Incoming Links” I have the following displayed:

    RSS Error: file_get_contents could not read the file

    I don’t know .php, haven’t changed any programming, and don’t know what this message is telling me or what to do about it.

    Do I hve a problem and do I need to hire a developer?
