Inconsistent upload size in php.ini

I am having a problem with 3.2.1 on multiple sites with the same root site/server. It only occurs on the sites that have upgraded to 3.2.1

If I try to upload under media library, I get “error saving media attachment,” in both the flash and browser uploader.

If I try to upload an image within a post, I get “The uploaded file exceeds the upload_max_filesize directive in php.ini.”

I have checked the upload_max_filesize, and it says 50 MB. And oddly, the flash uploader says the max is 8MB. The file I’m uploading is only 152KB.
