 * We found a weird things on our website that without processing the css file the
   theme containing bold builder adds inline css. But after enabling Process CSS
   File inline css from the theme is removed completely.

   you can see inline css and css are processed.
 * WP Optimize don’t alter generated HTML when CSS processing is turned on.
 * May be you could turn off `HTML minify` and see if that fixes issue?
