Yes, I have been through every last word of the install, I have tried installing the program on 3 different websites, although same server. I have tried installing at the root and in a separate folder called blog. I have tried recreating the wp-config.php about 6 different times. This 5 minute install is now up to 4 hours and it still says wp-config.php isn’t there. I also have had another person more techie look at it and he also is confused. The php version is 5.0.5.
I have exactly the same problem. The wp-config.php is sitting exactly where it should be yet I get an error message that there is no wp-cong file.
My troubles stated when I decided to upgrade. After no success i then rolled back to the backup…no luck even doing that. As my WP is fairly new I then decided to delete WP and start fresh. The same result…I can not see my WP.
I have gallery2 set up on the same server in a subdirectory. It’s working fine.
Like GamingDan I did the install exactly to the letter as outlined in the instructions.
Here is an error message i got after the install.

I don’t believe those messages, such as “Initializing Parameters” are part of the standard upgrade or install.
@gamingdan
Don’t know what to say, here’s what install.php is using for code there:
if (!file_exists('../wp-config.php')) die("There doesn't seem to be a wp-config.php file. Double check that you updated wp-config-sample.php with the proper database connection information and renamed it to wp-config.php.");
