It seems that the issue is fixed at your end as you have marked the topic as resolved. If not solved then can you please try deleting the CartFlows plugin and try installing the updated version from the WordPress Repo.

Yes, this can happen due to the directory permission. If the directory has no proper access then it may restrict some files to copy it in.
Please try changing the directory file permissions and check that it is working or not.
