 * When I install wordpress via ftp does not give me the step to choose a username
   and password to manage your WordPress.

 * You’ll need to _delete all the file_s inside the directory so get a clean install,
   as well as deleting the database and creating a new one.

 * the simplest solution to this is delete your wp-config.php in your root folder
   it should ask to reinstall again
